Horan joining Basin Electric as senior vice president and general counsel in July

In May, Mid-West Electric Consumers Association (Mid-West) Executive Director Jim Horan announced his departure from the organization after five and a half years.

Horan will step into the role of senior vice president and general counsel at Basin Electric Power Cooperative, effective July 7.

Mid-West promotes and protects the interest of federal power customers and their consumers within the Missouri River Basin.

Horan has served Mid-West and its member systems with dedication and integrity, representing 313 consumer-owned utilities—including municipal systems, cooperatives and public power districts—in nine states.

His deep knowledge of federal hydropower and strong relationships have been key in advancing the mission of affordable, reliable, emissions-free energy for consumers within the Missouri River Basin.

“Jim understands the issues that matter to our public power utilities,” said Mark Joffer, president of Heartland Energy’s Board of Directors and Mid-West board representative. “His experience and leadership have made a real difference at Mid-West, and I’m confident he’ll continue to be a strong voice for customer-focused utilities in his new role.”

Federal hydropower is a source of affordable, base-load power for many Heartland Energy customers.

Mid-West advocates on behalf of all federal hydropower customers, ensuring their interests are represented in policy decisions, regulatory matters, and the preservation of affordable, reliable, and sustainable hydropower resources.

While preparing for his transition, Horan has committed to staying engaged in several Mid-West initiatives over the next few months.

“I’ll keep my Mid-West hat on at times for the next six months and continue to work directly on the WAPA improvement effort.”

Horan’s leadership and collaborative approach have strengthened Mid-West’s voice in national energy conversations.
